Dubai Approves Major Policy Reforms To Enhance Quality Of Life

Dubai has approved a series of sweeping policy reforms designed to improve quality of life across the emirate, in line with the Dubai Social Agenda 33 and Dubai Economic Agenda D33.

Announced by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE and Chairman of The Executive Council of Dubai, the reforms target key sectors including healthcare, education, family services and urban infrastructure, with a clear focus on long-term impact and sustainability.

A major highlight is a new healthcare plan that will see three hospitals and 33 primary care centres built by 2033 in growing areas like Al Yalayis, Al Awir, Hind City, Nad Al Sheba, Al Lisaili, and Lehbab, supported through public-private partnerships. Mental health support and Emirati medical scholarships are also part of the plan.

In education, a new policy will ensure all Emirati students in private schools are enroled in institutions with impressive ratings, while expanding efforts to increase the number of Emirati teachers and also improve curriculum standards.

The reforms also include the launch of a Unified Centre for Family Care, a one-stop hub for counselling, child protection and social services, and a Smart Buildings Policy, led by Dubai Municipality, encouraging sustainable buildings and tech-integrated developments like intelligent water networks, smart parking and automated climate control, to improve energy efficiency and the quality of life for residents.

His Highness Sheikh Hamdan stated that these policies put people at the heart of all development plans and that the focus remains on delivering tangible outcomes for the benefit of the residents.
