Dubai To Launch Comprehensive Resident Data System

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE and Chairman of Dubai Executive Council, has issued Executive Council Resolution No 50 of 2024. This resolution establishes a unified Dubai population registry designed to provide comprehensive, real-time data on Dubai’s residents.

The registry aims to centralise and accurately update Dubai's population information. It will support the development of government strategies, policies, and plans, aligning with Dubai’s digital transformation goals. The initiative will enhance government services, provide regular census updates, and aid in future population forecasting to inform economic and social policies.

The resolution specifies that the unified Dubai population registry will be incorporated into the digital platform of the Dubai Data and Statistics Establishment, serving as the exclusive and official source of population data for the emirate.

It details the responsibilities of the Dubai Data and Statistics Establishment, which include managing the registry, coordinating with government agencies to collect necessary data, designing and updating the registry, and linking it with other records. Additionally, the establishment will prepare user guides and ensure data security in partnership with the Dubai Cyber Security Centre.

The Dubai Data and Statistics Establishment will also oversee access permissions, set confidentiality levels, and regularly review policies. It is responsible for protecting individual privacy, ensuring the platform adheres to Dubai's security standards, and making the data accessible to People of Determination.

The Dubai Electronic Security Centre will ensure the security of information, communication networks, and government systems. It will collaborate with the Dubai Data and Statistics Establishment to integrate and audit the digital platform to meet security standards. 

The resolution requires data providers from both private and public sectors, as well as other entities designated by the Dubai Digital Authority, to supply and detail data according to the Dubai Data Guide. They must follow approved quality standards, ensure regular updates, and coordinate with the Dubai Data and Statistics Establishment. Providers are expected to maintain accurate and up-to-date information, adhere to security policies, and promptly report any breaches.

The Director-General of the Dubai Digital Authority will issue the necessary decisions to implement this resolution. It takes effect from the date of issuance and will be published in the Official UAE Gazette.
