In a move that reflects Dubai’s strong focus on social cohesion and inclusive urban development, Dubai Municipality has awarded a contract to construct five new community neighbourhood councils. The announcement comes under the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE and Chairman of The Executive Council of Dubai, and supports the goals of the 2025 Year of Community and Dubai Social Agenda 33.
The new councils will be located in Nad Al Sheba II, Al Awir II, Al Barsha South I, Al Warqa II, and Hatta. The initiative is being developed in collaboration with the Community Development Authority (CDA) and aims to create spaces that bring people together, strengthen Emirati family ties, and celebrate their culture and values.
Each council will be built over 1,256 square metres, with a total development area of 6,280 square metres. Facilities will include a multi-use hall, a majlis for daily gatherings, men’s and women’s prayer halls, a reception area, staff offices, storage, kitchens and toilets.
All councils will follow a unified architectural design that blends modern aesthetics with Emirati heritage. The Hatta council will be specially tailored to reflect the region’s unique heritage and natural setting.
The four urban councils, in Al Barsha South I, Al Warqa II, Nad Al Sheba II and Al Awir II, will be ready by the end of this year, while Hatta’s council will be completed by the second quarter of 2026.
Her Excellency Hessa bint Essa Buhumaid, Director-General of the CDA said the new councils will promote cultural identity, dialogue and a sense of belonging. “These spaces bring community members together in environments that support dialogue, preserve heritage, and reflect the UAE’s cultural identity,” Her Excellency said. “As part of our role in supervising neighbourhood councils, we are committed to evolving these facilities in line with the needs of residents, ensuring they contribute to national identity and foster meaningful engagement through a variety of activities and events”.
His Excellency Marwan Ahmed bin Ghalita, Acting Director-General of Dubai Municipality, described the project as a strategic step aligned with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
