The UAE government has introduced a federal decree law aiming to structure and enhance media activities in the nation. The goal is to elevate the UAE's position as a global media hub, fostering an environment that encourages the development and success of the media sector.
The newly enacted law applies to individuals, organisations, media entities, and media-focused free zones within the UAE. It permits individuals and legal entities to own media institutions and outlets, subject to defined regulations and conditions.
As per the law, media activities include the production, circulation, printing and publishing of media content. It also encompasses audio, video and digital broadcasting, at a cost or free of charge.
This includes all matters related to issuing and supervising licenses and permits for carrying out media activities by individuals, businesses, and media entities. It covers a wide range, including radio and TV broadcasting, cinema films and creative productions, newspapers and publications, digital and electronic media activities, book fairs, foreign publications, foreign media offices, printing, circulating, and publishing media content, as well as aerial, ground, and maritime imaging operations.
Adherence To Law
As per the decree, all media individuals and institutions operating within the UAE are required to comply with the national standards for media content, most notably:
1. Respect all religions and beliefs, including Islamic teachings.
2. Honour the UAE's independence, symbols, and institutions, as well as the well-being of its people.
3. Follow the country's guidelines and policies, both at home and abroad.
4. Avoid actions that could harm the UAE's relationships with other countries.
5. Appreciate and embrace the culture, identity, and values of the UAE community.
Media Outlets Should Refrain From These Things
1. Media outlets and individuals should avoid sharing information that could harm national unity or social harmony.
2. Do not spread content that encourages violence, hatred, or division among people.
3. Respect the UAE's legal and economic systems, ensuring fairness and security are not misused.
4. Follow privacy rules and avoid intruding into people's private lives.
5. Refrain from publishing rumours, false news, or anything that might encourage criminal activities.
Permits
1. The UAE Media Council is in charge of permitting to show movies and other creative works. It also decides the ratings for different types of media, like books, video games, and films, and determines the suitable age groups for viewing.
2. The Council issues permits to individuals who share ads or media on social media and other modern platforms, whether they charge for it or not.
3. The law says that people and media outlets with licenses need to be monitored by the proper authority. The Council can check and inspect individuals, outlets, and media organisations, even in free zones.
Intellectual Property
As per the Decree-Law, the UAE Media Council, working with the competent authorities, will encourage the safeguarding of intellectual property for people, businesses, and media organisations in the UAE.
