KHDA Launches Learner’s Passport For Newborns

The Knowledge and Human Development Authority (KHDA) has officially launched a new Learner’s Passport for all newborns in Dubai, reinforcing their fundamental right to education. This important initiative was announced during the Education Strategy 2033 event at the beginning of October.

The KHDA is partnering with the Dubai Health Authority to implement this programme effectively. KHDA Director-General Aisha Miran stated, “This system will register children of school age and monitor their enrolment, ensuring that no child is excluded from education. It will help identify children who should be in school but aren’t, allowing us to take immediate steps to secure their enrolment.”

Miran emphasised that the enrolment rate for Emirati children in early years centres is currently below the global average, which can adversely affect their development and academic success. She noted, “Studies show that 90 per cent of a child's brain develops from birth to age five, making this a crucial period for their future learning.”

The Learner’s Passport also aims to provide parents with essential information about the educational options available in Dubai, enabling them to make informed choices for their children's education.

The Education Strategy 2033 aspires to deliver a world-class education that meets the highest international standards. Rooted in Emirati values, this strategy also celebrates the rich multiculturalism of the city, ensuring that both heritage and diversity remain integral to the educational experience.
