The Roads and Transport Authority (RTA) issued 119,188 driving licences in Dubai during the first half of 2026, reflecting growing demand driven by population growth and expanding economic activity.
Data released by the authority shows the total includes 96,400 new licences issued to learner drivers and 22,788 licences issued in exchange for foreign licences from recognised countries.
To manage the volume, the RTA has expanded its AI-integrated driver training and testing systems. Learner drivers are now assessed using smart sensors, cameras, and artificial intelligence at Smart Yard testing facilities to evaluate parking and technical manoeuvres objectively.
Simulators recreating severe weather conditions, including heavy rain and thick fog, are also integrated into practical modules at accredited institutes across the emirate, focusing on defensive driving and risk mitigation.
The licencing process encompasses mandatory theory courses covering traffic laws, safe following distances, lane discipline, and anti-distraction measures, followed by internal assessments and the final RTA road test.
The authority continues to monitor standards through periodic instructor assessments, recognising top-performing driving institutes and instructors in coordination with Dubai Police General Headquarters.
