Following the announcement that the issuing of visit visas on arrivals into Dubai is to be temporary suspended, Dubai Airports on its website, gives more details of who is affected. As originally stated, the temporary suspension of the issuance of visitor visas does not apply to passengers with diplomatic passports as well as those who have had visas issues before 17 March.

In addition to these exceptions, passengers with passports from over 60 countries can still travel to and from the UAE. These countries include Australia, France, Germany, United Kingdom and United States of America. Passengers from these 62 countries may be subject to extra screening when they arrive, and will go through a non-intrusive thermal screening process as they go through customs.

Up to date information and a full list can be found on here on the Dubai Airports website.
